I don't think the Powershot will accept filters, which is really what you need to do this shot right...a neutral density filter. This will allow you to slow down the camera during daylight hours.
This is one of those situations where an SLR (or DSLR) is nice. P&S cameras, or intermediates like the Powershot, can take very nice photos and definitely have their place, but most are not capable of the versatility that a SLR is, such as interchangeable lenses, bulb mode, or accepting filters.
Don't get me wrong...there are some nice P&S/intermediates out there. It's just their versatility is limited by their target market design. They are meant to fill the need of those who don't need to have an SLR or don't have/want to spend the money on one...or those who don't need/want to learn how to use one. Therefore, by design, they won't have the capability of their "older brother".
But in the right hands...especially one who knows how to think outside the box...you can learn how to work around their limitations to a point.
