Beautiful capture ! Did you perhaps try shooting at a lower ISO, perhaps around ISO 200 and a shutter speed of around 250sec ? I see by your aperture your looking for that nice Bokeh.
I guess with an FX sensor on that D700, your ISO 0f 1000 is like my ISO of 100 on my D200....lol
