I would definitely take a shorter exposure -- you can still get some good detail, with less flare from the lights.

In addition, your photo has a lot of sky in it -- but there's nothing in the sky. In addition, the pool (?) in the foreground is cut off, and that looks kind of interesting. I'd definitely compose downward to get more interesting things into the frame.
