Unhappy Night Shot attempt

I tried attempting Night photography with my point and shoot Canon SD630.
I didnt have a tripod so kept the camera on the Window sill with self timer.
It came out right after 5 attempts. I still feel something is lacking

Definetly, my focus was ont eh illuminated buildings and the road. I would like critics/comments on how i could improve on the composition and also need comments on the way I took it

I am not happy with the yellow light blotches. How can i reduce them.
What are the other things I should consider with Night photography.
