Bokeh is, in my understanding, primarily about the aesthetic effects of blurred points of light. At f/4.5 the background is just a blur. At f/16 there are some points of light so I suppose the latter could be described as better bokeh. However, neither really exploits that as part of the overall effect so I wouldn't tend to classify either under that heading. Take a look at DPS posts tagged bokeh.
