Default A rain soaked busy street in paris

1) I would like to hear about the composition and exposure. It was a rainy day. I took the exposure reading of the lady with kid. Hence the sky is blown out. However in an overcast sky there was very little detail. was it correct approach to do? Is the placement of the subject is correct?
2) I purposely chose a slow shutter speed to give the moving effect. No tripod used. I was lucky not shake my hands. Whether the blurring of the cars give a good effect?
