I haven't tried it, but I think it's possible. Let's say that 1/40th is a good shutter speed for your panning shot. You'll have to start tracking the subject while he/she is still on the ground, press the shutter at just the right time, and hope that the skateboarder goes in the same direction for at least 1/40th of a second. If those things fall into place, and if all the other things needed to get a good panning shot happen, then you should get a good shot.
