I would say that this image doesn't particularly rely on the rule of thirds for its effect - I see the sweeping curve in the foreground as much more dominant, followed by the vertical lines created by the columns and their reflections. I could see it reflecting balance but not the rule of thirds.

Do you see what I mean?
