I had a situation like this last year that has turned out to be quite favorable.
I was wanting to shoot a dance competition that my daughter was entered in that had posted "No Photography" on its web site. When I arived, it was posted "No Video taping".

Upon inquiring that I was interested in shooting my daughter and her studio's acts only, I was directed to the event coordinator. After explaining myself and chatting for a few minutes, she ended up hiring me to shoot the entire event for her web site. That contact has turned into a request to again shoot the event this year and provide on-site photo sales!

If you can establish the right contacts, respect, courtesy, and direct honesty can go a long way.
