I think the exposure is very nice. Colors seem quite vivid. What focal length did you use for this shot and do you have the other EXIF?
I think that whatever is decaying in the foreground doesnt quite fit - the hotel seems so pristine and the beach more the opposite. And I'm not sure about the gull, he looks out of focus but I'm guessing thats blur do to a low shutter speed?
You could try cropping the clutter out of the foreground and the buildings on the right and left which are cut off, cloning out the gull and seeing how that looks. It might put more emphasis on the main building of the hotel.
