This is the first time I have this challenge. I experimented with some filters cause I've never done that before. I was too lazy for that.
I first created Smart Object so I can have filters in stack and could make them later, and change their positions.
On the final shot I'm presenting here I first used Glowing Edges with low Edge Width and Smoothness and higher Edge Brightness. That gave this photo negative-like look. Then I found Lighting Effects and used Omni light and had a little fun with settings.
Finally I putted Lens Flare like for 105mm lens and pushed it down a little bit.
The final result is:
