There is also color cloning. If you sampled the blue from his shirt for instance, and brushed over the orange of the flare, it should start to go away. It will get pretty tedious around his tie but it should solve the problem.
To go about this, just take out the clone tool, and on the top drop down menu where it will presumably say "normal" select color towards the bottom. Then get busy!
