I know what you're saying, maybe if I put it like this - you don't just buy a car and drive it - you have to know the rules first?... (Imagine the roads)
We let some rules slip, we may as well let them all slip - you start to get 25000 people all wondering why one person gets away with not reading the rules and, then, we have a sort of photographic anarchy on our hands (which sounds interesting but not fun)
