As someone that has long had a love affair with 24mm and 28mm wide angle lens photography(35mm film), I always seem to start at the 16mm end of my 16 -45 lens, then move to compose and then finally zoom if necessary to complete the composition. If I am using my 100-300mm lens then I am probably trying to get close to something and usually start at the 300 end. So I think it depends on many factors and there is certainly no right or wrong method.
