The first shot you attached has a texture applied. Take a picture of a rough wall or sidewalk, etc. Desaturate the texture image. Place it over the top of the image you want to post process with a layer blending mode set to screen or soft light, etc. (play around). You may even want to adjust the opacity.

Good question! I have been trying to figure out how to cross process in PS Elements.
