I've deleted the comment you refer to because, apart from the short (and unduly harsh) comment you noted, it also quoted an earlier picture. We introduced a "no picture quoting" rule a few weeks back, which I have clarified in the first post of this thread.

One of the reasons for that was to keep the job managable for the moderators, who sort through all eligible entries and select the contest winners in time for the weekly write up. We haven't discussed if "low light" includes pictures where the amount of light entering the camera was reduced by a combination of fast shutter speed, low ISO and small aperture but I can see that this might be a valid approach, especially if it produces an eye-catching result.

Be creative (although it will help if you explain your approach and what you learnt or had to take into account when taking the shot).
