What I did:
- turned up the exposure/contrast
- Used the 'blemish fix' tool to get rid of freckles and blemishes
- Used selective coloring, leaving her shirt, lips, and eyes in color
- Used the 'Boost' effect to brighten the photo
- Added Vignette
