Not all large images count against DPS's bandwidth
If you're worried about bandwidth costs, you might also ask people to consider including their images via an external URL. For instance, it's very easy to post an image to Flickr and use the static URL to include it here. No cost to DPS or to the poster, and takes only marginally more time than uploading directly.
