I have found that the best time to take pictures of a cat safely are when they are sleeping. my roommates have 2 cats, and they are such menaces! anyways, i sometimes get good shots of them awake, but i can get some cute ones while sleeping!
also, why don't you try declawing your cat? it would be safer for all!
