I chose pan and tilt head but it really depends on the situation. The ball head is great for fast setup of the camera but I find that a nice pan and tilt head is much better for the small adjustments. So if I were in a hurry situation where I dont want to spend 30 secs to setup the camera then I would go with the ball head but since I shoot a lot of landscape shots I take the time to setup the camera and using a pan/tilt with adjustment dials is much better for me to get the perfectly level horizons
