Did you extract the resyntersizer plugin and its folder to "GIMP\App\gimp\lib\gimp\2.0\plug-ins "and the scripts to "GIMP\App\gimp\share\gimp\2.0\scripts" ... or the appropriate places for your operating system? thats the only thing off the top of my head I can think of as there both dependant on the file being in the speciafied place or resynthersizer wont be called up to run and may crash.

Although could be a script error, maybe there are some updated scripts? Im not too sure if it is still maintained as a plugin, it doesnt seem to be included in any gimp packages which is a shame could be a great plugin
I really need to start reading more carefully. I was trying to use the 013b version. I didn't even see the windows compiled version until I got on sourceforge. It works perfectly now.
