Several ways.

Type your font up. Right click font layer -> make selection. Then go to the top menu and hit Select -> modify -> outline.

That'll let you set a width.

Type font up, doubleclick font layer -> stroke.

After you have your type done, control click on the thumbnail of the type layer in the layers panel. You should now have marching ants around your type. You can hide or delete the actual type layer. Go to Edit>Stroke. make your stroke outline inside and 15 pxls. That should do it.

Are you trying to make a watermark?

If so, here is what you do...
1. Create your type. Click on the layer in the layer panel to commit the type.
2. Double click on the layer in the layer panel to bring up the layer style options.
3. Click "Bevel and Emboss" option and adjust the depth slider to your liking.
4. Click on the "Blending Options" at the top of the list.
5. Under "Advanced Blending", move the "Fill Opacity" to the left until the color is gone (0%) and there is only the bevel/emboss is left.
6. Go back to the bevel and emboss and adjust to your preference.j
7. Be sure to save as a .png file to preserve transparency.
