Is it better to crop for print in LR or PS?

All versions of photoshop work that way, it's just the nature of the crop tool. As long as you don't crop your psd (or whatever you're working with), you're golden.

I know we ever so slightly headed off tangent but I'd really like to make sure I am on the same page... If i understand what you are saying is in your workflow, you do your adlustments, create your layers, dodge, burn, etc. Save your .psd. Then "save as" in another format such as jpg. Then execute your crop on this .jpg file. If needed you can go back to your uncropped, saved .psd and rework any of your layer or color attributes.
