The best program is the one you use the most. Photoshop Elements is a good program but there is a learning curve for all of them. Buy one program and stick with it until you know it. That's the best program.

I use PSE7 all the time and it's perfectly adequate for my needs. IMO for the average ameteur user there's nothing in CS4 that's worth the extra $500 or whatever the difference is now. PSE7 is a powerful program in its own right - just designed for the home user. Here's a balanced (and lengthy) article comparing the two. Very helpful: Photoshop vs. Elements

Elements is good, its all i use.
however, you may want to use the free alternative which is called "GIMP" its a free download, and there are tutorials on youtube.

+1 for elements 7 as well, there is also an addon you can get for elements called
elements+ that will unlock rougly 150 more undocumented functions that a lot of people complain elements doesnt have compared to full blown photoshop. Elements+ unlocks hidden features in Photoshop Elements |
