Default Lomography Help

I'm using Photoshop Elements 7 and would like to know how to lomo a picture using this program.

This tutorial is great but not good for elements users the names of functions and menus differ in some areas therefore making it difficult to complete the desired effect. Elements 9 has a specific function for Lomo but elements 7..? we need some help!

The one just above this thread.
It's for an even older version of Elements, which, to me, means you should be able to do all it says in a newer version.

Thank you Ive just been trying this but I get in a mess when it starts telling me to use the gradient tool in sperical and so on. I tried it in radial as sperical doesnt exist in PSE7 - this isnt as easy as first thought... thank you for your time in trying to help me
