? software or plugin to add border with text or logo?

I year ago or so, someone posted a link to a site that you could download a plug-in or stand alone software that would add a boarder, text, and option to choose pinstripe color inside border. I can't remember what did it so well and had no luck searching.

after lots of googling, I think BorderFX is what I once had. Does anyone know of software like that for CS4.

Just moved this over to post-processing and printing.

I'm not sure of any plugin like that off the top of my head. A google search turned up a few plugins but it looked like both had price tags of around $200.

Not being familiar with exactly what that program does, maybe you could replicate some of the features by using actions?
