How do I edit this picture?

I love this picture of my new niece, but how do I edit it to make it better. It's blurry, but I don't want it to be too sharp. I have PSE 8 and Lightroom 3 to work with. What do you suggest?

try selecting the face with quickmask and using a soft brush, exit quickmask and press ctrl J to put the selection in another layer and apply highpas filter, merge and apply shadows and highlights. someting like this.
