It looks like this is the before is this Bermuda | Flickr - Photo Sharing! and the After is this one... Bermuda | Flickr - Photo Sharing! I would show it here but the photographer disabled downloading on his account unfortunately...

I would have done this (using Gimp.)
1.) click file>>>open as layers>>>open a stock photo of a cloudy sky (somewhat like this tornado tutorial does.) 2.) Scale and place the cloudy background in place, and then use a layer mask to mask the foreground out of the clouds. 3.) Clone stamp and clone the water all the way to the edges 4.) Duplicate the background, flip it, and adjust the opacity until it looks like a real reflection 5.) add a new layer filled with green, set the layer to overlay and adjust the opacity down. 6.) add a new layer filled with black, set the layer to overlay, and adjust the opacity down. |
