There's so much done and so many different ways of doing it...

For the record, I prefer the before.

10 minutes; 10 years. Depends entirely on the individual

If I was to attempt this composit the first tbing you need is to create your masks and find a background once you have the people and water masked and composited onto your background you can then look at the toning.

Theres deffinately increased contrast probably curves layers, and then more than likely dodging and burning in the areas of detail the mans shirt for example to enhance hes stomach.

As for the toning maybe a custom cross processing using the curves again or colour balance or copying the channels to a layer for example the blue channel and changing its blend mode to multiple should darken blues but how ever you achieve your tone is whats best for you.

Worth a try just for a little project youtube tutorials on masking and other skills and give it a go.

I would have done this (using Gimp.)

1.) click file>>>open as layers>>>open a stock photo of a cloudy sky (somewhat like this tornado tutorial does.)
2.) Scale and place the cloudy background in place, and then use a layer mask to mask the foreground out of the clouds.
3.) Clone stamp and clone the water all the way to the edges
4.) Duplicate the background, flip it, and adjust the opacity until it looks like a real reflection
5.) add a new layer filled with green, set the layer to overlay and adjust the opacity down.
6.) add a new layer filled with black, set the layer to overlay, and adjust the opacity down.
