Question Photo Editing Software

Hi, I'm new to photography, and I'm wanting some software to edit my photos with. I'm looking to grow into photography so I want something that's nice but also not $1000. I'm looking for something that user friendly and cost effective. Any suggestions?

Lightroom is probably the best bang for the buck you can get in my opinion. And if you're a student, you can get it really cheap.

I bought PS-Elements first, then got Lightroom. Had I to do it all over again, I'd do it in reverse. Either way, they're great together.
