I don't see the image so I can't tell the extent of the error correction needed but...generally content aware fill will be a better choice and easier than replacing the background as getting the edges around people (especially hair) to look natural is not an easy task.

Content aware file.
On a new layer, make a selection of the area to be replaced.
Shift delete to bring up the fill dialogue box
select content aware from the drop down

You can then touch up with the spot healing brush or the rubber stamp tool if needed.

well you didn't explain that in the original post. What do you expect people to think when you put a picture with scribble on every ones faces. I've meet some very paranoid people so your reasoning makes sense.
