Does anyone know how to get rid of the lighting flair from the street lights in this image? I"m using Photoshop CS5. I didn't see anything in the tutorials and I haven't been able to find anything online. Any help would be appreciated. Thanks!

Nope. It could probably be done with a TON of work...

Get it right in the camera. Problem solved.
Certain lenses do this at their smaller aperture settings naturally (I know my 10-24 does). It depends on whether the aperture blades are straight or curved at that aperture. Straight, and you get lines. Curved, you dont. You can also get a star filter for a lens.

Nice edit, but I prefer the original as is over one without the "stars". Probably because the upper rt 1/4 is so "empty" without them and the image becomes more unbalanced.

I prefer the original. The "stars" look really pretty!
