Default How would you do this?

First have a look at the border on this photo:
Testing my new Bike-Copter

Now I want to recreate that border in GIMP, the person that owns the photo used a PS plugin called "FiltersUnlimited" inside GIMP itself.

What I wanted to do is write a GIMP script to recreate that border. I am trying to figure out what adjustments I would need to do on the edge sections to get it going from the light bit to the dark bit.

I can write the script itself I just struggle with the adjustment steps.

EDIT: You don't have to know GIMP, just what adjustments you would do (in PS or whatever) to get that lighter to darker effect.

New layer.

Select the border. Maybe feather out the edges a little.

Gradient fill it using the shaped (spherical) black to white.

Layer blending to grain merge or overlay.

This looks like it would be the easiest way.

I tried that, it didn't work for me.
What I did was use the rectangular marquee tool to select the main image, then "select>inverse" to select the border. Cut/paste to a new layer. double click the layer to get to layer style dialogue and select bevel emboss and checked contour (alternatively "layer>style>bevel/emboss")

In the dialogue for bevel/emboss you have several options for how you want it to look, and a couple more options in the contour field.
here's the result I got w/ the default settings:

I know it's not what your asking for, but I'll interject my opinion anyway..

Just don't. God I think those types of borders are incredibly dated and cheesy. When I see one of these borders I immediately think "newby just getting into PP their photos"... same as when I see selective coloring or white vignetting on baby/wedding photos...

But then again, I'm just one dude whose own tastes probably need some serious re-adjustments!

I know exactly what you mean but it was more about the scripting than "This is so cool I'm going to do it to every photo"

I have never scripted an angled selection or used the gradient tool in a script either.
