What I did was use the rectangular marquee tool to select the main image, then "select>inverse" to select the border. Cut/paste to a new layer. double click the layer to get to layer style dialogue and select bevel emboss and checked contour (alternatively "layer>style>bevel/emboss") In the dialogue for bevel/emboss you have several options for how you want it to look, and a couple more options in the contour field. here's the result I got w/ the default settings:

I know it's not what your asking for, but I'll interject my opinion anyway..
Just don't. God I think those types of borders are incredibly dated and cheesy. When I see one of these borders I immediately think "newby just getting into PP their photos"... same as when I see selective coloring or white vignetting on baby/wedding photos... But then again, I'm just one dude whose own tastes probably need some serious re-adjustments!
