Hmmm, what do you mean by 'dragging one image on top of another'? Simply dragging one over another should make a new layer automatically, no mask necessary. You'd only mask if you wanted to see the image on the layer underneath in given areas. In any case, you can make a Layer Mask in the Layer menu. Layer > New > Layer Mask or similar. Or if it's the same as Ps, there'll be an icon on the layers palette that looks like a circle inside a rectangle.

I think Layer Masks only came into Elements 9 (which I am trialling at the moment) so I assume Elements 8 is much like 6 in that you'd have to add an Adjustment Layer to get a layer mask. I'd suggest you check out some tutorials on You Tube. Just search for Photoshop Elements Layer Mask. That's how I learnt to 'fake' them when I only had Elements 6. Good Luck!
