The difference in wattage isn't that large, besides those light bulbs are pretty cheep. If the setup can handle a larger wattage bulb you can always upgrade for a few bucks.
Get the best light socket and light stand combo you can find that way you have the flexibility to use a larger bulb if you feel you need it. The wattage of the bulb will determine how fast of a shutter speed you can use. Even with 2 1,000 watt bulbs my exposures are are usually around F2.8 1/30th of a second. That's kind of slow for a portrait but usable in most situations. I haven't used anything lower then 500 watts so my guess is it will be slightly better than a 100 watt desk lamp. This is why I don't use hot lights anymore then just don't produce enough light for my needs. 1000 watts is really bright but that produced over a long time period compared to a flash which dumps light almost instantly. This allows you to use much smaller apatures and freeze the motion of your subject at the same time.
