Commercially processed prints makes it sound like you are paying a company to edit/retouch your photos. Now, processed may not be the word you are looking for. Can you give us some context, or a link, or anything else?

Thanks! I was actually looking at entering a photograph in the state fair, and it says "commercially processed prints are not eligible". And I wasn't totally sure what they meant on that.

That would be my understanding as well. I know of a few companies in my area that offer to process all the images of a shoot for some ridiculous amount. I cant say Ive ever even been interested.
