Hmm, one way I guess would be encrypting the cd using a public key infrastructure. basically what it means is you have a private key, and public key that is freely available. This would be modified slighlty using time as the modifier. (so basically every millisecond of time has a unique key attached to it.) You could only allow access to it by connecting to a website to retrieve the key. All this would be done with minimal interaction from the user though and would need to be pretty secure. In this chain the internet connection and website would be the weakest link.

As far as actually removing the information, that is bordering on virus status and should probably be avoided. Ive heard of a number of companies getting sued for making their software with similar techniques. although nothing nearly as bad as removing information off media :P
