Are you talking about Flickr's Explore page?

Flickr chooses which photos make the cut for front page. Basically you have to get "Explored". As far as it appears, photo interestingness is important to get explored. I don't think anyone has really figured out how the process works. It's quite random.

Not so much random, as secret. Flickr keeps the exact algorithm for determining interestingness secret, so that people can't "game" the system. It definitely involves number of views / comments in a short time period, however.

The best way to get your photos explored, is to have really good photos, send them to groups, have lots of contacts who will see your photos, and comment on others (so that they will also come see your photos). In other words -- be a good photographer, and be active on flickr.

flickr uses (or used?) a "Magic Donkey" to decide these things. Here's a link that tells a bit of the story.

Actually, I believe you're referring to the photos on the page before you log in rather than explore. Basically, they haven't changed in absolutely ages and all questions about it on Flickr are redirected to the Flickr ideas forum.
