Question Creating snow with Gimp

Can I do this effect with Gimp? I am new to using Gimp and have no clue how to use it, but I can't really afford to get Photoshop. Thanks

That looks like an infrared effect, there are plenty of tutorials out there to accomplish that if you try searching goggle. I can't say for sure how to do it with GIMP since I use Photoshop.

Yes, you can do that with The Gimp. I don't know how, though ;-)
