Ok so I will be going to New York at the begging of the year and, I have seen HDR photos of the streets with people in them like at times square at night. My question is how do they get the people to not blur with multiple exposures? or do they just do the HDR with a single photo.

Photomatix software has reasonable de-ghosting capabilities. Single images can also be processed through the HDR software tonemapping and you'll get a pseudo HDR image. Although not as good as true HDR (my opinion.) Also, you can create an HDR look using most of the photo processing software (Photoshop, Lightroom 3, etc) packages available today.

+1 What's been said and I'll add that there are high end cameras that can bracket photos at many frames per second faster than entry level DSLRs can. At 9 fps you only need the first three to make a true HDR photo, an there aren't many people that move that fast.
