I suppose the composition itself is ok, but it looks very flat and unoriginal. Try taking it from a lower angle so we're not just viewing it at eye-level (which is too ordinary). If you don't have a wider lens, you can at least give it that sense of vastness by changing shooting angle.

Also needs to be processed if you can't re-take the shot, it's not very sharp at all, either a smaller aperture or some PP such as bumping contrast, adding a strong high-pass filter, and trying to bring out some color in it.

Maybe something like this ?

A dramatic sky would have helped - sunset/rise, clouds etc...

And perhaps something in the foreground - The shot is all about modernity with yachts and skyscrapers so something in contrast to this might help - a really old fishing boat for example....

A polariser will cut the haze and make the sky darker as well as increasing contrast through out the image. A tripod will make it possible to get the image in focus.

As for the composition, you have to decide what is your subject and then move the camera to the best spot that enhances your subject and makes it stand out from the back ground. Then you have to look at the light and make adjustments to camera position, aperture and shutter speed to get the elements in your image to the compositional areas that conform to your vision of what you are trying to convey to the viewer.

Once you have all that done then process your image in post production to bring out the details and finalize the image to your vision.

As to making this particular image better, well there are a few development techniques to do that will make the image better subjectively. Are you going to make this into an award winning image? Not without a massive photoshop job. This image is out of focus to the point of not even trying to save. Sorry.

I would not try to print this larger than 5x7 as the blurriness will be readily apparent at any larger size.
