The main focus is on the fountain which is nicely lit and the rest i have kept in dark delibrately.

The water from the fountain is well exposed, but it's certainly not the centre of attention, not my a longshot. This image looks like a mistake because there's no clear subject. If anything, the (completely black) building is the subject, at least by composition. The fountain is an after thought.

The reason you go this sort of response is because you didn't bother reading the rules on posting in this part of the forum.
"Please be sure to have some topic in mind when posting. Mods and admin will close threads which consist of an image only and no dialogue. Whether it be a question or a tip on an aspect of photography, you will need to provide some sort of information."

Having said that.. the image just doesn't do it for me. The fountain just isn't a strong enough subject for me to be interesting. The only reason my eye is drawn to it is because it's the lightest part of the image.

The composition doesn't do anytying for me either. I can tell that you were simply standing there holding the camera at eye level which is a bit ..basic for me seeing as anyone can do that.
Consider getting lower and use the grass as a "leading" element (as well as forground.

All in all, to me it's lacking subject interest especially with the subject being such a minor part of the overall image.

I am +1 with the posts above.
You seem to have got lucky with the fountain, but the image is odd and lacking a subject.
A correctly exposed building (aqnd it looks like an interesting building, would make it fat more attractive
