So, all I did was created two duplicate layers of the picture. The top layer was desaturated to give it the black and white look. The layer just beneath the desaturated one was left alone. With the desaturated layer selected, I used the eraser tool on her face only. Then, I merged all the layers and used the Noise Ninja filter on the picture. I actually went a little over the top with the Noise Ninja as I personally liked the kind of china-doll look it gave her.
