Many, many thanks to Elise for posting the tutorials on overlay filters. I've used Photoshop for years, but have just scratched the surface. I honestly had no clue how to use a neon glow until I saw that online.

Here's a before and after using the Gaussian blur. I find this works for some shots, but not for all. You really have to tweak the blur level and opacity to get the effect you want.

I also played with the neon glow settings. I was trying to bring out the backlit threads on this loom. I cropped the image to remove a very bright and very detracting window.
