Well, let me be the first, if I may. This is a good start I think:
Free Plugins (http://www.freephotoshop.com/html/free_plugins.html)
and for a good site with some good actions:
Adobe Exchange (http://www.adobe.com/cfusion/exchange/index.cfm#view=sn710&viewName=Photoshop%20Exchange&loc=en_us)

One of my favorite finds on the Adobe Exchange is Das Bosun's Film & Grain FX Simulator. It contains some really nice Cross-Processing, BW Conversion, and Film Grain actions. I've used this set for years and find it as good as some of the commercial actions I've purchased.
I've said this quite a lot on this forum and I guess I'm doing it again.
Noise Ninja (http://www.picturecode.com/) - This does a Outstanding job in removing noise from your photos. It works great with photoshop on RAW or even JPEG Pictures. It saved quite a few shots that I thought weren't up to par with my standards

*bump*
I figured there had to be a thread here to post this article on 10 Free Plugins to Enhance Photoshop (http://www.extremetech.com/article2/0,1697,1981066,00.asp) that I saw on Extreme Tech. One of the ones listed is the virtual photographer one that was mentioned in the first post. They also list a kind of neat plugin for removing dust and scratches... I think I'll definitely be trying that one. :D

- The Plugin Site (http://www.thepluginsite.com/)
- Richard Rosenman (http://www.richardrosenman.com/software/)
- Fred Miranda (http://www.fredmiranda.com/software/)

- Cybia (http://www.cybia.co.uk/)
Hope this helps!

Thank You Thank You! I just bought Dave's actions, I bought the Substantial Gallery, it's exactly what I've been looking for to get that Color Pop in to my photos, I didn't realize though how good of a deal it was to buy the whole set altogether and now wish I had done that, there are many great b&w's and also I love the texture actions, they could be a lot of fun to play around with.
I currenly also have purchased actions from:

I love them, they are great!

It would be great if the very first post contained all the links like this one. But I guess that would be pretty much tiring to organize. LOL This is WONDERFUL, even a newbie like me could use a lot of these ones in photoshop. Thank you!!!

I put together an online resource dedicated to plug-ins and action (see URL in sig). No registration is required and all materials are free. I hope the site gives you the info you need in one place so you don't have to hop all over the internet!

I've been using Nichole Van actions for a couple of months now. I really love her color pop action. They're not free - but not outrageously priced either.
