In the GIMP:
Cropped and desaturated the image.
Adjusted Curves to add more contrast.
Created a new (empty) layer.
Plugins > Noise > Hurl > Okay.
Desaturated the layer and set translucency to 20%.
Created a new layer and filled it with blue (
Red: 0 Green: 0 Blue: 150 |
#000096) and set mode to Overlay
