The trouble with a store brand point and shoot camera is that the shutter is not fast enough to capture the motion of a child. When you press the button it does not cause your camera to click fast enough.
With a point and shoot, some advice I can give is hold the shutter down half way in anticipatation of the action then pan with your subject. Panning is when you follow your subject with the camera. Then click.
However, when it comes to photographing children, more advice I can give you is to consider investing in a SLR camera, these are the cameras that have a longer lens that are detachable. They are excellent for capturing the motion of children.
