It appears the fastest shutter speeds in TV mode can only be used with smaller apertures (from Google)
Therefore what is probably happening is that the camera realises that it can't use 1/3200 at a large enough aperture to expose properly so it overrides the setting. For example based on the shot above the difference between 1/5 and 1/3200 is 10 1/3 stops. Therefore to expose correctly your camera would need to increase the ISO and use a larger aperture to compensate. Apertures simply don't get that large so your camera chose to ignore your setting.
If you tried the same photo in manual it would simply be black.
