When I ask the guy at the printing shop what is causing this he says hes not sure, but some of my prints can only be 4x6 and others cant go beyond 5x7. I need to figure out what is happening so that people that I take pictures of and I download to a disk can get what ever print they want. please help!!!

Try out Mpix, I've never used it but I hear it's good. I believe you can tell them NOT to crop it and they wont. However, if you tell walmart NOT to crop it, they still do.
