The first thing I always do is to to a noise removal. It will soften up the entire photo but thats ok cause the last you'll do is to sharpen it anyway. ( i either do unsharp mask or apply a high pass layer)
What program are you using to edit? If you have adjustment layers you may way to play with levels or curves
