According to my help file, the Layer Scale can only be applied to certain effects, these being: Shadow Distance, Outer Glow Size, Inner Glow Size, and Bevel Size.

In trying to figure out how to do what you're trying to do, I've come up with this solution:

1. Open the image you want to work with.
2. Select the entire picture (Ctrl+A) then copy using (Ctrl+C).
3. Go to Image -> Resize -> Image Size
4. Make sure that you're increasing by a percentage, and set it to 110% (based off of the article).
5. Once that layer has been resized, paste the file you copied earlier (Ctrl+V) as a new layer
6. Adjust the opacity of the layer to the desired amount (I put it at 40-50% opacity).

If you still need help I can try to explain this better, and honestly, there may be an easier way to do it, but I found this to work at least. Good luck Post your results when you get it.
